Miller: Suggests to Venom the kids be separated from the staff, not to be treated or trained as soldiers, and given their own quarters and education so they can have a chance at a real life. Even got the kids some counselors. Explains he didn’t want them running around as soldiers because it reminded him of Chico, (who Big Boss allowed to continue being a child soldier), who died from the chopper explosion after they rescued him from Skullface’s tortures. Won’t let Ocelot interrogate Eli, because Ocelot is a torture/interrogation expert who he thinks gets a kick out of it. Gets called out by Ocelot for “protecting” Eli. Explains to Venom he was raised/abandoned by people who said they “hated kids” and thought that if he could treat them more positively, they would turn out better, unlike what happened to himself. Says they had a responsibility to make sure that the kids make it.
